It is either true or false. You have to draw the line and call that the standard. Once you draw a second line and try to make an <area> the standard, how do you judge? I've seen many 16-year-olds that are more mature and responsible than people my age. But that's not the norm. As a society, we have to protect our children and we have to draw the line somewhere. Eighteen seems to be about the best place.
