Kvatch is definitely worth the trip. However, if you've not downloaded any of the non-scaled NPC mods, you might find it a little bit easy if you go there at a low level. Basically "vanilla-Oblivion" scales all the enemies to your level. If you go to Kvatch at a low level (which includes an area that you would imagine to be a significant challenge just by looking at it), you may be a little disappointed at how easy it is - will all the monsters being quite insignificant and few in number. Luckily the game is very moddable on the PC and many people have come up with varied solutions to bring the challenge back.
