The statement "... is out" normally implies that something NEW has been published
(unless I go on the punning slope, and tell you that "oud" is dutch for ... old, but even then: with a t it would be a typo)
Or do you suggest that he's going out, that he's "out in your garden/street/whatever" ? THAT would be news indeed.
