looking around the world at all the dictoatorships, I note that most have quite extensive phone service. I don't know what the demogaphics were, but i'd bet that Nazi Germany and Mousolini's Italy both had decent phone service. Not sure how the old CCCP would fit into the whole dictatorship thing, but I believe they had extensive phone service also. of course, not having gone-a-googling, i could be talking out of my butt, however, the premise seems flimsy to me.
