Last night I was sent a promo spot for RadioWACCo. Now comes the problem . . . “the Sound Recorder on WinXP is teh suXX0r. I hope you have some audio software that can clean it up a bit.”
I opened the .WAV file with Audacity and there is a -0.78 off set to it, and the peak dose not cross the 0.0 line.
There is a buzz when the person speaks, a little like (Ummm . . I don't know the right word) “Mic breathing”. But it dose not follow the breath pattern, it follows the sound.

I have tried everything I can think of in Audacity, the best I can get is to move the buzz to a higher frequency and cut it off with the equalizer, however this effects the voice also.
At the moment, I don't have anywhere to host the file. So, if you need to hear it, I'll have to E-Mail it.
