1) - grants you permanent residence permit

2) - Decision/resolution class (kinda hard to say what it means without a context)

3) - You have applied for residence permit for settlement in Sweden

4) - Your relationship remains and appears as serious (i.e. not a "fake marriage" or similar just to allow you to move here permanently)

5) - You are thereby granted a permanent residence permit according to 2nd paragraph (that's what the § symbol means), chapter 4, first paragraph. [Name of the law section, not really relevant to try and translate].
