at the borders. If you read what the inspectors were saying in March of 2003, they had an unprecedented level of access everywhere in Iraq for the first time ever. As for after the first Gulf War, the US did not have a mandate to go after Saddam, however, after he suppressed the Shiite uprising, the US could have gotten approval to remove him. My suspicion is that Baker, Cheney and Co. weren't very interested in that at the time...
