right after the first gulf war you are absolutely correct.

The problem is that after allowing him to play the shell game for 12 years no one, including the weapons inspectors, could say for certain that he did not have them.

As long as we maintained the blockade he could blame all of his peoples problems on the evil west. If you take a look at the effects of long term blockades you will find they usually aid the government that you are trying to harm. The sanctions should have never been held that long before force was used.

The core mistake was overstressing WMDs and a poorly planned occupation. The basic concept was correct IMO.
