If you go in and start shooting, the people see an occupying force and support the terrorists.

Terrorist recruitment drives are much easier if the general public has seen the 'occupying force' or 'infidels' going around killing people.

It's irrelevant whether the people killed actually were terrorists or not - it's appearances that matter.
And every single innocent civilian death will be held against you, while the civilian killings done by the terrorists will be considered acceptable collateral damage.

You should remember that the UK spent a few decades living under a constant terrorist threat. We know what this is like.
We initially tried going in with superior force and killing the IRA terrorists. It didn't work, and led to much bloodshed.

When we finally got Sinn Fein to a table with diplomats, we got much closer to succeeding.

The line when we finally got the general public on our side was well after we'd withdrawn nearly all the troops.
When the Omagh bombing happened, almost all support for the Real IRA vanished, because they were effectively demonised at that point.

Since then, we've had almost no terrorist activity.
The various treaties and agreements have more or less held, and the killing has stopped.

While the terrorists are seen by the people to be attacking the 'infidel', they will continue no matter what you do.
The only way to win is to get the people to demonise the terrorists.

While they consider the USA to be those demons, the terrorists win.
