Much worse then what we see going on today. You have to remember that you are dealing with a society that only respects strength. One of the problems we have dealing with them is that our restraint and values makes us look weak to the hard liners. The fact that we are not ruthless enough actually works against us in many cases. The west keeps making the mistake of assuming that others will think like us. We need to start thinking like them. Don't get me wrong, I am in no way advocating that we act like them.
