I *do* see what you mean in a way. Since the coalition invasion of Iraq the Russian government has tried to take a different tact in world relations and act as kind of a mediator, which I think is quite smart politically and a good move to lower tensions worldwide.

As long as they do not use it as a power grab I think it is a good thing to have someone out there offering a third otion rather than yes or no in some cases.

As for Iran allowing permanant observation, I don't see that happening. It would be a good thing but their pride and the way they view the world will not let them put someone, be it a person or organization, in a position of power over them in anything.
