The CRTC ( Canadian Radio and Television Council ) has strict rules about out of service phones, it is considered an essential service and by law a telco has 24 hours or resonable timeframe thereafter to get a phone back in service. Also, a customer changing local telco is intitled to keep his existing phone number and the telco he is leaving is obligated to release said number from there database within a resonable timeframe
