It is possible that most of the '.' and ' ' are just there to help distinguish between one and two digit numbers. I'll replace them with '0' to make tham all two digits. I'm not sure what a ' .' is then but it is clearly some sort of delineator. The '.4' in the second line throws me off. If I am thinking right, it should be ' 4'.

Now if you look at it in chunks of two numbers you notice they are all between 01 and 24 except for that crazy '.4' and those ' .'s.

Also, hint 3 is driving me crazy. I have no ideas on it.
