Sounds like the HSA isn't a good thing for you. My wife is setting my little brother up with a private one because he is becoming a contractor and won't have benefits.

Where is your family at? There is no shame in moving home to save a little money and regroup. You might think there is. I thought so. My brothers didn't and they got things turned around a lot quicker than stubborn old me. Of course, it may not be an option with your current job. Potential roommates to half the rent?

I wondered about the liability of being a public defender. Jane was on the as-needed list like you said. She was not much of a courtroom lawyer so I never understood how she could do it. I'll have to ask when I see her in June.
