story (almost solely of ice), I think it was written by Asimov (or Clarke, but I'm pretty sure it was Asimov). If I recall correctly, they were doing it to break dependence on earth, because they wanted autonomy. It was kind of a secret, renegade plan, I think. One of the things I found interesting was that they also used water as part of the propulsion systems, kind of like a jet ski in space.
