Well the instruments were delivered for real. I think the fraud was that he really wasn't qualified to teach band. However, the way I interpreted it was that once the parents saw their kids playing, however badly, magical thinking did the rest. I always interpreted the magical upgrades of the uniforms and such at the end as being how the parents saw their kids playing in a band.
