A cell phone I can see. Not always available, but I can see.

The "lighted area" thing seems a little dodgy though. What about interstate highways, it might be miles? What if the person is travelling in unfamiliar areas? For that matter, how does a lighted area excuse the situation? You are still giving the person more elevated access to your self and your passengers and your car than you should, given that they still haven't really done anything that would be considered proper authentication.
