use a cell phone to call 911 and verify the stop, drive to a well lit area with lots of people. MOST LEOs will understand, especially when dispatch informs them they are on the phone with the driver of the vehicle.

BTW even deactivated cell phones are supposed to be able to dial 911 here in the states. Getting an answer is another issue (see Ordnance Corner for details)
