Clearly every single web page I've ever design fits into that other 0.1% I've rarely been able to get a page that wasn't feature devoid to work in Internet Explorer properly at all, or even acceptably without a lot of tweaking (read: deliberately making incorrect for IE so it renders in vaguely the right way using scripting of some form). Statistically possible, but unlikely in the real world.

I don't know about anyone else, but it leads me to the conclusion that the only reason IE works with *any* web site is careful and deliberate breakage according to the standards.
