My favorite is cellophane tape over the holes of the mouthpiece/earpiece of the phone.

Earpiece: the phone rings but the victim can't hear what's being said. Or if they can, it's verrry faint. The victim ends up getting seriously bent about all the people calling but "not talking"...but the person calling still gets the full earful of the victim's frustration.

Mouthpiece: the phone rings but the person on the other line can't hear the victim. The victim ends up shouting at the top of his/her lungs and, at the same time, the person the victim keeps calling gets frustrated at all the calls of someone "not talking".

There was one place I worked where you had to check your phone handset EVERY day, that particular prank was so popular. It was easy because the design of the handset made it hard to see the tape.
