Is your friend in a position to make a deal with a local hotel or something to place them and try to recoup some of her investment?

Of course, this probably means making some modifications to the software config to allow the machines to use your friend's ISP of choice, and not try to "phone home" the the shysters she got the machines from.

I can't think of any other way to recover $40K from 3 pieces of computer hardware, 'cause the computers themselves probably aren't much of a machine, if they were only going to be used as web surfing kiosks.
Parting it out won't get much money from the rest of the unit, either. Witness: coin acceptors
