When I worked network support, it was always the network. Even when it was the servers that conked out, the network was always blamed.

People don't really want to know where the problems are - they just want them fixed. So they will tend to go to where they got results in the past, and where they at least feel they are listened to. So when your servers always get blamed, it means that you are responding well to problem calls.

Yeah, it sucks. But I would rather have the satisfaction of doing a good job than the knowledge that I'm pushing problems off on someone else instead of fixing them.
