but I might be completely off.

number of seats/total population = worth of national vote

since you want the worth of national vote to equal 1, you need to multiply it by a factor to get it to that point.

worth of national vote * factor = 1 so factor = 1 / (number of seats / total population ) = total population / number of seats

Now, as I understand it, you want to know the weighting based on the seats and population of each province vs. the country as a whole. This is a ratio.

number of seats in province/province population = worth of provincal vote

ratio of provincal vote worth vs. national worth =
worth of provincal vote/worth of national vote =
(worth of provincal vote * factor) / (worth of national vote * factor) =
(worth of provincal vote * factor) / 1 =
worth of provincal vote * (total population / number of seats) =
(number of seats in province/province population) * (total population / number of seats)

Does that make sense?
