There are 12 lines, in groups of about the same length. Together with the 4x3 hint, I suspect characters may be encoded by blocks of 3 (vertical) by 4 (horizontal):

The thing that bothers me most about this layout though is the final box on the third row, which is the only box to contain just one number. Also, I cannot think of a meaning for hint #3.
I wonder whether 'cardinal' could have something to do with putting the numbers within each block in order from small to large...
