There is one you can buy called NTFSDOS or something like that.

There is one you can use for Linux, though disclaimer begs pleads that you use it exclusively in read-only mode as the write functions are not actually supported, and using them could expedite the heat death of the universe.

There's also a description somewhere of how to create a live WinNT or Win2k boot CD. Googling should be easy.
