A waterproof coat with a removable warm lining would be just about perfect for outside. Footwear isn't a problem, because it doesn't snow much. A scarf to fill in the gap at the top of your coat, but nothing huge and wooly. Gloves, but again, nothing huge and lined with sheepskin. A little knitted cap if you're not worried about your hair, but I'd advise against pompoms. ;) But really, sweaters are the key. Keep your core warm, and the rest can sort of fend for itself.
