Account number, routing number, and you having given your bank written notification that they are allowed to make withdrawals for their bills. And that last one is the kicker. If Joe Q. Random walks up and says "I need to make a withdrawal from account such-and-such", they'll need proof he's allowed to. Exactly the same applies if Joe Q. Random's Water Supply asks.
