I can see allowing an 11-year-old to "own" a gun if they are responsible but when they aren't out somewhere it is safe to shoot (like a shooting range) the gun should be locked up by the parents. The kid should have been taught BEFORE being given a gun of his own where he can and can't have it. It is against federal law to possess a firearm on school grounds and the teacher had to know that. Both the kid and the parent should be punished fir this stupidity.
