I hear it all the time about how parents come in and complain because the *Schools* are not teaching their kid how to behave.

I agree with you wholehartedly that this should start at home BUT for people to learn what is and is not accceptable there has to be consequences/accountability and that is something that has to start somewhere and if it takes something like this to make the parents wake up and tell their kids to act correctly then so be it. This also holds the parents accountable as well due to the funds and probably having to show up for the kids ticket since they are a minor.

If you will aslo notice in the article they said that it specifically allowed the judge descretion in low income cases. That normally means community service or a more "traditional" punishment such as detention etc. They thought this out very well it seems. I would also feel that if they are rich kids that the judge would also have descretion to increase the fine as well...
