i've several friends who are leo's or firemen, or school teacher, or other jobs that they are -reaquired by law- to report -any- possible abuse.

several of them have written up folks for pulling on a kids arm really hard or smacking them in a store. a swat on teh rear or a "love tap" is very different from smacking a 2 y.o. on the head in anger/frustration hard enough that they cry.
