It's the perfect statement of women's rights...have surgery to maim yourself so that you can meet your man's preconceived (pardon the pun) and draconian notion of your purity (which you don't have anyway). Where is the benefit to, or integrity for, the woman in all this?
I CAN see it for women who come from cultures where they're treated as commodities and the perception of virginity could cast them as societal outcasts or, worse, cause physical beatings or even execution. In those societies, it would make sense, only because the societies themselves are horribly broken.
