I don't even know where to begin.

Let's ignore the free speech thing: kids need to learn when and where it is appropriate to swear. But it isn't the job of schools to teach them that. If detentions aren't working, then find other punishments. Fining the family is just grossly unfair, especially at the level these fines are at. For a 2 worker family getting by on $6.00 an hour jobs, that's about 1/5 of a weeks pay BEFORE taxes; now imagine the family has 3 children and a mortgage. For a family pulling down 2 lawyer salaries and only one kid, that is just about nothing.

And in the end it's the families paying for it, not the kids.

Suspensions would be far better than fines if the kids don't learn. If suspensions don't work, then eventually you'll need expulsions.

That stuff worked when I was a kid, so why wouldn't it work now? Easy answer: the parents aren't involved enough and they aren't tough enough. I got into trouble with my parents for fighting in school even when I was attacked first.

My guess is that this will create a class disparity; the kids who can afford to swear will do so (as a status symbol,) and the kids who can't ( the article mentioned taking financial considerations) will also swear(also as a staus symbol.) The middle-class gets shafted, and no-one learns to control their tongue.

All this can be avoided by corporal punishment (highly-unpopular, but effective.)
