People can, and Do put forward their belief that, say, killing an unborn child simply for the sake of convenience is morally wrong. The abortion debate is ongoing. The argument isn't rejected because it is religious. It is rejected because it is Only religious. If there were a solid secular argument (which all other ideologies must also provide to get their wishes legislated) to go along with the religious objection, it would get the same consideration as anyone else's argument.
Legislating morality is a bad idea anyway, and it just doesn't work.
