            Well, yes -- it's not percentage of the size, but by bwkaz 2005-11-29 18:31:47
percentage of the "work". If most of the value (or whatever) of the work is contained in a small portion of its size, then using that small portion would still be using most of the work's value (or whatever), and the total size would not be a good defense for a claim of fair use. (This may be what they mean by "nature of the work", too.)

I think that makes some sense -- it's perfectly clear in my head what I mean, at least, even if it isn't clear in my post. ;-)
