The World Wide Web Consortium (W3C) and the Internet Engineering Task Force (IETF) have the specifications and explainations of URL's, URI's, and URN's. I got most of the references below from the W3C Some of the documents are very detailed, but you may be able to find some simple passages from this authoritative source to use for your document. Hope this helps.

I know most of those documents have a lot of material that is not what you asked for, distractors, but some of those documents have subsections that may be exactly what you're looking for. For instance, check the "URL syntax" section of the document at <http://www.w3.org/Addressing/URL/url-spec.html>.
