but the fact they are re-enlisting says to me that things aren't as bad as some people like to stay.

"They" only applies to the people you've interacted with. You can't rationally make the claim that everyone who has re-upped has done so because "things are getting better." To do so requires enormous assumptions.

I know when I made up my mind to leave nothing they could have offered would have changed my mind.

Again, this is a personal anecdote. You can't fairly apply your own decision-process to what thousands of others are doing and draw any sort of accurate conclusion.
