Someone staying in the service for another term doesn't necessarily equate to improving conditions. Plural of anecdote blah blah blah. I'm sure some troopers re-up because they think they're doing good and things are getting better, but to claim that all or even the majority are doing so for that reason without explicit evidence is deceitful. And who's to say that the expectations being exceeded aren't artificially low?
