the rest of the time it rains in Vancouver :P I think Vancouverites aren't like other Canadians, instead of wearing a touque when it snows, they bring an umbrella. I suppose they'll wear touques when they're skiing, but I wouldn't know because I don't ski. Disclaimer: I normally visit Vancouver in the summer, I've only been there twice for the winter.
