The BBC gains *no* profit from higher veiwing figures. It has no Adverts, so more people watching means no more $$$. Your idea does work if there is a link between ratings and money, but with the BBC, there is nothing so they don't have to do "basic marketing". They don't look for profit, they look for quality.
The BBC is constantly analysed to check that they are using the License fee to the benefit of the public as a *whole*. Not just the majority. The BBC must provide quality programming to all sectors of entertainment (Comedy, Drama, Documentaries, History stuff, etc.). If they fail, they get a huge slap by the reveiwers and a lot of trouble ensues.
Even the fringe type shows that go on the BBC are professionally made, regardless of the veiwing figures. Yes, more popular shows do have bigger budgets (Dr. Who etc.) but the standards are the same.
