Government funding does not necessarily guarantee that the "fringes" will be covered well. How far out into the fringes would we have to cover? Dr. Suzi pointed out in another post, "for pay" cable networks also cater to the "sweet spot" in demographics.

Rather than a T.V. license fee, I'd much rather see some real "choice" in cable TV. True a la carte channel choices on your cable T.V., and some REAL choice in pay-per-view. If we want the History Channel, and several DIY and geeky channels, we should be able to choose that instead the Ultimate Sports Package. The reason I don't have cable in my apartment is that most of it is STILL utter crap I won't want to waste my time with. I'm not convinced the government will be able to do any better; the masses will still pull things down to the Lowest Common Denominator.

The beauty of Netflix is that you can get foreign films and documentaries that are not available at your local Blockbuster. If the content is that important to a person, there is usually a way to find it and pay for it.
