Like Britain, Canada has a publicly funded broadcaster. The only difference is that the BBC has a guaranteed revenue source.
Licenses: it takes no training or skill to own a dog, but (at least here) you have to have a license for the dog.
In Canada, our public broadcaster, public schools, highways, health care (for the most part), etc., etc., etc., are funded by *all* taxpayers - not everybody has kids in school, or uses the hospital, or drives a car. But... we all pay. Our country's approach to these things is that they are a societal benefit, not a personal benefit... thus the funding method.
