If you have a television which is not tuned to any channel and a dvd player, you're fine to watch DVDs on the television. You can also watch prerecorded videos if your vcr is also untuned. When my TV broke, I weighed up the cost of another and of the licence versus the crap on telly these days and couldn't be bothered.
