why is it then a tv license, not a tv tax?

From Dictionary.com:
1:
1. Official or legal permission to do or own a specified thing.
2. A document, plate, or tag that is issued as proof of official or legal permission.

I've nothing against the idea of taxes as user fees, mind, provided they go towards the maintenance or improvement of what is being used. Unlike, for example, the US telephone tax, which goes into the general fund, and was supposed to be temporary to pay for the Spanish-American War.
