why is it then a tv license, not a tv tax?

I've nothing against the idea of taxes as user fees, mind, provided they go towards the maintenance or improvement of what is being used. Unlike, for example, the US telephone tax, which goes into the general fund, and was supposed to be temporary to pay for the Spanish-American War. |
