the institutional commitment to better programming, or the tax to help support that commitment? Would there be a TV tax if the BBC suddenly started broadcasting nothing but garbage?

If so, then your argument that a TV licence will "benefit those who watch TV" falls down, since the money is to be used for creating content, not necessarily for creating *good* content. The TV licence would be seen as government support for a specific company or group of companies.
