the institutional commitment to better programming, or the tax to help support that commitment? Would there be a TV tax if the BBC suddenly started broadcasting nothing but garbage? If so, then your argument that a TV licence will "benefit those who watch TV" falls down, since the money is to be used for creating content, not necessarily for creating good content. The TV licence would be seen as government support for a specific company or group of companies.
