It is more like an argument that better roads should be paid for by everybody, not just those who drive. In theory, gasoline taxes are supposed to be used for road construction only. A TV license is the equivalent - it is to be used for creating content. It can only benefit those who watch TV, so it is only paid by those that have a TV to watch.
