The first one is, "should there be tax-supported (and presumably ad-free) programming?" I'll leave that alone, because in my mind it's a different issue from "Should I have to pay for a TV license?" As far as I'm concerned, having to get a liscense means that I require the government's permission to do a thing, like drive, broadcast, practice law or medicine, etc. Watching TV should not require governmental permission.
