Explanation in short:
In Germany there's some TV and Radio controlled by public law (hence: the government). In TV it's a news channel (PHOENIX) and two all-german channels (ARD and ZDF) and lots of small regional channels (about 20? I don't know). And about the same amount in Radio.
Now comes the part from above: Anything which makes anyone able to theoretically receive anything made by at least one of that TV or Radio stations has to pay.
The first anything means at the moment everything with a tuner of some sort (devices that receive analog or digital TV or radio). The second anything means at the moment signals that can be received by these devices.
In future the first anything means theoretically everything, and the second anything it means also theoretically everything. And that includes webcasts, but even if not, they would be covered since they are made by these TV stations. And the second anything also means WWW news and program descriptions and commercials and everything else you don't watch at publicly lawed TV because it's lousy.

And about the travellers... I'm about sure that they didn't have thought about that so don't give them hints!
