In linux you simply need the ACM kernel driver compiled and a program like Kmobiletools and you can synch your address book with the phone over a standard mini USB cable (like the one used for many digital cameras).

If you want to upload files, or customize the look and seem's, http://moto4lin.sourceforge.net/ is a good application to do so.

I have never connected mine to a windows machine so am not sure what your options are there. Everything I mentioned here is free btw, except for the cable if you haven't already got one.
