is to disconnect the modem.

The question for me is how is the Internet connection set up. Are we talking all computers are hooked to a router and it then goes to the cable/dsl modem or whatever is used to connect to the net? If so I would say kill it at the router.

The manner in which you do may vary depending on other needs. Does he need to still let certain comps through or block all of them? Does he only want to block certain ports? Doe he only want the block active at certain times? What type of router is he useing, etc?

Basically I would need to understand the setup a little better before any real recommendation could be made.
