As I understand it, the Microsoft license agreement for most PC manufacturers includes a stipulation that they not sell PCs without an OS; this is ostensibly to prevent users from buying a system and then installing a pirated version of Windows, though it also has the effect of discouraging casual users from trying to use other OSes. However, Dell doesn't want to end up supporting other people's systems such as Linux or FreeBSD, nor do they want to be seen as favoring any one current OS or distro. Offering systems with FreeDOS is their way around this.
